The article analysis changes of the main characteristics of young people who are not in employment, education or training (NEET) in wartime in Ukraine. This group of youth is excluded from the education system and the labour market, which may create obstacles for employment and inclusion in society in the future. The paper contributes to the researches of youth inactivity, ignorance and gender inequality by studying NEETs in wartime. The paper builds on general political economy approach, and employs a statistical evaluation methods for calculating indicators based on the sample surveys data, graphical and tabular methods of data analysis. It assesses and analyses the disaggregation of NEETs in terms of the heterogeneity concept. This approach makes it possible to consider NEETs from the point of view of the reasons for unemployment or non-education, which is important for policy development and implementation of measures to re-integrate young people into the labour market. Having information on the size and characteristics of each subgroup, priority measures to involve young people in the labour market and education were identified, namely: expansion of dual education, employer incentives, implementation of inclusive workplace, measures to attract young women to the employment and education.
