Technological advancements and growing digital interconnectivity have intensified security challenges for countries such as Georgia, vulnerable to foreign interference due to its geopolitical position. As a result, resilience-building against external threats has expanded to include a digital dimension, where power asymmetries between states are particularly pronounced. This paper proposes a model for examining the digital resilience ecosystem through a three-dimensional lens - cybersecurity, media regulation, and media literacy - and applies it to the Georgian case. By analyzing legislation, policy frameworks, and targeted initiatives, the study sheds light on how small states seek to safeguard their information environments and adapt to evolving security landscapes shaped by technological change.
