The paper provides an analysis of networks of Ukrainian political elites before the full-scale invasion of Russia in February 2022 to check whether such networks form stable political coalitions. Two data sources are combined: 1) the MPs and top executives' official biographies, career paths and shared past networks (the pro-presidential political party and parliamentary faction of Servants of the People and top administrative personnel); 2) data on voting patterns in the Ukrainian Parliament (the Verkhovna Rada) legislature in the years 2019-2024. The analysis will identify the most central agencies within networks of accumulative relational power and legislative expertise. We will also identify core issues of polarization and cooperation of political elites before February 2022.
