The topic of Soviet national policy during the interwar period has been widely studied, with most research focusing on Moscow's internal policies toward non-Russian nations within the Soviet Union. However, less attention has been given to Soviet foreign policy regarding minorities outside its borders, such as Ukrainians in Czechoslovakia or Ukrainians and Belarusians in Poland. This paper addresses this gap by examining Moscow's foreign policy toward the population of Subcarpathian Rus and the communist movement in the region as influenced through the Comintern. The analysis focuses on two dimensions of Soviet foreign policy in Subcarpathian Rus: first, Moscow's interests in the local population, including efforts to align regional communists with Soviet identity through Ukrainian policy; and second, the use of this policy as a tool to pressure Czechoslovakia by attempting to Bolshevize the Central Committee of the Communist Party of Czechoslovakia and destabilize the country.
